What happens before a company ever announces a new location? Why are projects often known only by code names? What exactly is an RFI? And how do things like available land, power, water, transportation, workforce and speed-to-market determine whether Mississippi County stays in the running for a project? 
 

Mallory Darby, Vice President of Mississippi County Economic Development, shares how she got her start in economic development, explains the site-selection process, and talks about the work that happens long before the public ever hears about a project.  
The conversation also explores existing-industry expansion, which often drives a significant share of new investment and job creation, along with workforce partnerships, confidentiality, public approval processes, retail site selection, housing and the growing connection between economic development and quality of life. 

In the second half of the episode, Tammy and Mallory turn to Arkansas Issue 3, also known as Arkansas Senate Joint Resolution 15, and discuss it in the context of Arkansas' economic-development toolbox. SJR 15 proposes constitutional authority for the General Assembly to provide for economic development districts, while the detailed operating rules would still have to be established through legislation.  
 

They walk through examples of how a district could potentially work, including the concept of establishing a revenue baseline, using future growth generated by new development, financing infrastructure, and allowing communities to identify their own local priorities. The discussion also considers how communities like Mississippi County evaluate economic-development tools and infrastructure investments needed to remain competitive for jobs and private investment. The conversation is intended to be educational, not an endorsement or opposition to Issue 3.
